cornstarch mixed with 1 tbsp water

Instructions
In a large skillet over medium heat, add the ground beef. Cook until browned, breaking it up with a spoon as it cooks.
Add the minced garlic and grated ginger, stirring for about 1 minute until fragrant.
Pour in soy sauce, brown sugar, rice vinegar, sesame oil, and red pepper flakes. Stir well to combine.
Mix in the cornstarch slurry and simmer for 2–3 minutes, allowing the sauce to thicken and coat the beef.
Stir in green onions and sprinkle in half the sesame seeds.
Serve the beef mixture over warm steamed rice. Garnish with remaining green onions and sesame seeds.
